Meta Description Rules:

  1. 50-160 Characters
  2. Write compelling ad copy - Actionable and written in an active voice
  3. Avoid duplicate meta description tags
  4. Don't include "double quotation" marks
  5. Including a call-to-action
  6. Contain the focus keyword
  7. Possibly showing specifications

Google announced in September of 2009 that neither meta descriptions nor meta keywords factor into Google's ranking algorithms for web search
Meta descriptions can however impact a page's CTR (click-through-rate) on Google which can positively impact a page's ability to rank.

*Heads up*

Search engines won't always use your meta description. Sometimes they will replace it with content from the page if they believe it is more impactful or tailored to the customers search request.
